Upload your video to Google Drive.

Wait for processing until the video is available for playback.

Open the video for playback. Pause the video at the exact moment you want to share the video playback .

Click the down arrow next to the Share button in the upper-right corner.

A pop-up will appear in the lower-right corner confirming that the link has been copied.
